What is the base price and do I have to show it?
From 17 November 2026, next to the retail price and the unit price you also show the base price: the price that applied on a specific day in the past. Which day, which products and how is set by a ministerial rulebook. Anyone with a website publishes a price list on it. Checked by the State Inspectorate.
- Who must?
- Every trader selling to consumers in Croatia. Under the Consumer Protection Act a "product" is goods or a service, so it covers services too, except those with prices set by special rules. The exact list comes from the rulebook.
- What to do?
- Prepare a price list with an extra column: base price.
- If you have a website, publish the price list on it (art. 7 para. 9); the format comes from the rulebook.
- When the rulebook is out, fill in the day and the products it requires.
- Where to file?
- Nothing is filed: the base price is shown next to the price, in your premises and online.
- Who checks?
- State Inspectorate (Državni inspektorat)
- Fine
- Trader that is a legal person 1,500 to 50,000 €, responsible person 1,500 to 2,500 €, trader that is a natural person 750 to 2,500 € (Consumer Protection Act, art. 149). The inspector can also temporarily ban sales (art. 147).
- What if I am already late?
- Add a base price column to your price list and your website. The free template or digime360 do it for you.
What gets said wrong online
Wrong: "The base price applies only to shops."
Right: Under the Act a product is goods or a service, so it applies to services too, except those with prices under special rules; the exact list comes from the rulebook.
Wrong: "I need a certificate or a consultant."
Right: No. You need one more column in your price list and a page on your website.
Wrong: "The September decisions on the additional price already apply."
Right: Decisions NN 101/2026 were postponed to 17 November 2026 (NN 110/2026), and the government announced new ones with exemptions.
